    I would like to welcome you to the Alpine Lake web site! Whether Alpine Lake is your primary residence or secondary residence, it is a major investment for you and your family. As such, this site has been developed for you, the lot and home owner to help keep you up to date on a current basis. I have tried to post every aspect that is possible so that you are up to date on each of the elements that affect Alpine Lake. I have listed sections on roads, beach, lake, finance and most importantly, building guidelines. If you have something to say, let us know. The ALLOA Board is open to all constructive opinions that will help keep Alpine Lake moving ahead in a proactive manner. On a personal note, your Board puts in a lot of time and effort working in Alpine Lake. We have a zero tolerance for those who wish to damage property or create problems for Alpine Lake Lot Owners. If you, your children (teenagers), your guests or your children's guests create problems wherein the Board has to intervene, we will uphold any and all sections of the Bylaws and the associated fines. If the local POLICE are needed, we will not hestitate to call them and we will press charges on behalf of our community. Last year, we implemented a new method to try and cut costs while still being able to identify resident's automobiles easier. A decal that can be affixed to your rear view mirror will instantly identify your car as belonging to Alpine Lake. Cars without this sticker will be challenged. Individuals not guests of Alpine Lake members will be removed from the association property. Our community experiences everything that a larger community has, only in smaller scale. We need your involvement should you witness a problem. Look out, not only for your property, but that of your neighbor' property as well. We ask that you take proprietorship in all aspects of Alpine Lake and we'll continue to have a great lake community.

    As Secretary of this Association, I am tasked among other duties to provide information to our members about things and situations that can and do effect your investment in our community. Though many members live full time in our community, there are others that just come for the weekends or for vacation. Some of our members only own a lot or two and have dreams of building someday. It's my job to keep you all informed as best I can with the information that you require to get the most out of our Association. I usually do this by personal letters to our members or general letters from time to time. I would like to cover two situations that seem to have caused the most inquiries. "WHAT MUST I DO TO BUILD ON MY PROPERTY?" 1. Get your property surveyed. 2. Get your property "perk tested" and approved. 3. Apply for a Township and an ALLOA Building Permit. (You need both!) The ALLOA Building application contains all of our requirements. "I PLAN TO SELL MY PROPERTY, WHAT ASSOCIATION DOCUMENTS ARE REQUIRED?" 1. In accordance with Pennsylvania Hous Bill #1757 of the session of 1995, you are required to provide the buyer with a Certificate of Resale. This document is obtained from our Treasurer at a cost of $150.00, with $50.00 returned to you when you supply the Association with the actual buyers name and address.

    Here is a copy of the existing building rules for Alpine Lake. If you have any questions, please call Doug Ems (Building Coordinator) at 570-620-4368. (1) No building may be started in ALLOA without proof of the following permits: A. Township Building Permit B. Township Septic Permit C. Site Plan: No lot can be cleared until a certified (notarized) SITE PLAN has been submitted to the ALLOA Board. The site plan must clearly reflect the location of the proposed house , driveway, well and septic field. D. The building coordinator for the Board of Directors shall clearly photograph the road area prior to construction to provide a reference point to determine if any damage has occured to ALLOA roads at completion of construction. The home owner bears all costs associated with bringing the ALLOA road surfaces back to the condition prior to the start of construction. 1. All road surfaces will be inspected by the ALLOA Board. 2. Installation of culvert pipe under driveway is mandatory. 3. A township Certificate of Occupancy (CO) is on file with ALLOA. 4. Satisfactory inspection of the roads by ALLOA Board. Any damages incurred by the builder, their employees, vendors or subconctractors will be borne by the lot owner. 5. All repairs made by the lot owner shall be inspected to the ssatisfaction of ALLOA. (2) NO building may be started and/or driveway installed, on any lot unless and until a culvert pipe is in place under the projected driveway entrance as prescribed by ALLOA. The culvert pipe must be placed on or inside the front property line. This must be done even if the ALLOA drainage ditches are not yet in place. The culvert pipe must be a minimum of 15" (*) in diameter and span the entire width of the projected driveway. (*NOTE) IN SOME LOCATIONS, WHERE GREATER WATER FLOW IS EXPECTED, THE MINIMUM WILL BE INCREASED TO 24". Concrete pipe is preferred, but steel is acceptable. (3) A copy of all building plans must be submitted in advance to be retained by ALLOA. (4) No building shall be located on any lot nearer than 50' to the front or rear lot line, nor nearer that 20' to any sidestreet line, not neared than 15' to an interior lot line. (5) Easments for installation and maintenance of utilities and drainage facilities are reserved over the front 10' of each lot and 5' to the side and rear of each lot. (6) All homes must be detached single family dwellings, not to exceed 1 1/2 stories in height and a minimum of 625 square feet living space on the ground floor. (7) All buildings with the exception of a private garage, for not more than 2 cars and 1 storage shed must be used for residential purposes only. (8) The MAXIMUM of one single family dwelling is permitted on each approved building lot. (9) No excavations shall be made on the lot except for the purpose of septic testing and or building thereon and only at the time when building operations are to commence. No earth or sand shall be moved from the premises except as part of such excavation, without the written consent of the ALLOA Board. Septic test holes must be refilled with the material previously excavated when tests are completed. (10) No structure of a temporary character, trailer, basement, tent, shack, garage, barn or any other out-building shall be used on any lot, at any time, as a residence either temporarily or permanently. (11) No dwelling may be occupied until a Certificate of Occupancy (CO) has been issued by Pocono Township and a copy supplied to ALLOA Board. (12)& (13) No individual water supply system or individual sewage disposal system shall be permitted in any lot or building site unless such a system is located, constructed and equipped in accordance with the requirements, standards and recommendations of the State and /or local public health authorities. (14) No trucks with a gross weight exceeding 5 tons may use and/or cross the Alpine Lake Memorial Bridge. (15) Tracked vehicles are not permitted on ALLOA roads. (16) All builders must submit a certificate of liability insurance with the ALLOA Board prior to the start of construction. (17) Any damage to ALLOA property or roads caused by construction vehicles will be the responsibilty of the lot owner who employed them. (18) Speed limit for ALL VEHICLES OF ANY TYPE is 15 MPH. (19) No lot may be cleared of brush and/or trees, nor burning of any nature whatever without the written consent of the ALLOA Board. (20) Any house built at Alpine Lake must have the exterior completed and rough graded within 6 months of start or ALLOA has the right to have the work completed and charge the lot owner actual expenditures for doing so. (21) All houses must be constructed on foundations of either concrete block or poured concrete. (22) Builders must provide suitable "Porta Johns" for use during all construction. (23) Due to the wind factor at Alpine Lake, all homes will be secured to their foundations with a minimum of 20 hald inch ceent anchored bolts. (24) All foundation footers must be set a minimum of 48" below grade on undisturbed soil. (25) All unnatural runoff (gutters, french drains, etc) may not drain into adjoining properties. (26) No blasting will be permitted unless the ALLOA Board has been notified in advance (5 working days) and been provided proof of contractor competence/certification and damage insurance. (27) Any home which is to be heated with fuel oil or kerosene and has an exterior fuel tank, that tank and wooden support system should be inspected to prevent a major spill to the environment or you may check into replacing your tank wth an AGT above ground containment unit. Any spill will be forwarded to the DEP and the homeowner bears responsibility for any and all cleanup costs. Remember, our lake water funnels into federal waters! (28) The requirements outlined in the following national modle codes where applicable: *BASIC NATIONAL BUILDING CODE *UNIFORM BUILDING CODE * CODE FOR THEINSATLLATIONS OF HEAT PRODUCING APPLIANCES * NATIONAL ELECTRIC CODE (29) All contractor construction work will take place during the hours of 7AM and 6PM and no work will be permitted on Sundays. The only exceptions are emergency repairs with ALLOA Board approval. (30) All new major construction by contractors requiring Building Permits require the use of an appropriate sized dumpster for disposal of all building materials. (31) A fine of $100 a day will be levied by ALLOA for all non-compliance of these rules.

    The roads in Alpine Lake were constructed over 30 years ago and due to a lack of funds, they have remained unpaved. In the past 3 years however, we have tried to start a paving project that hopefully will someday see all of our roads paved. It is a costly project. Until all of the roads are completed, we must maintain the non-paved portions to the best of our ability. The winter months play havoc as we are all aware of. Please do not be afraid to assist us by getting out there with your shovel and wheelbarrel and fill in any pot holes that you come across. As a volunteer group, the Board of Directors are not at your beckon call to fill each and every pothole, that's where you come in. There are numerous piles of stone throughout the community for just that reason. As we continue the paving, you will see more and more vehicles speeding in the community, please be careful. The road project is a slow one, mostly because of a lack of funds and our current legal bill certainly hasn't helped our financial status any. For continuity in our project, we will continue to pave from the intersections that we have started with and branch out from there. We will not jump helter skelter from one road to another just to satisfy a few members. Be patient and we will have this work done.

    The beach area and pavilion is available to all members in good standing for private affairs. Contact Ruth Trainor for reservations. The playground equipment is to be used, not abused. As a member in ALLOA, you have the right to confront anyone that you don't recognize and ask if they are members of Alpine Lake. All cars should have a decal on the front mirror. Any fishing requires the proper license and if you are boating, you must follow the Penssylvania Fishing and Boating regulations. Warning, the game wardens do visit our lake on a regualr basis. The fines can be costly!

    Ernie Temple coordinates the upkeep of the lake. We apply for a permit thru the DEP each March to get permission to have our vendor, ECO SCIENTIFIC to come in and apply treatments to the lake to keep the algea and weeds down without harming the fish. Alpine Lake is a direct asset to each and every homeowner in the development. The lake brings value to each home and as such, we maintain the lake as best we can. ALLOA is responsible for anything that flows down stream from our dam, so be warned that anything you spill on your property and if it makes its way to the lake, you will be held accountable and that could be quite costly. Remeber, you must abide by all of the laws pertaining to the Pennsylvania Fishing & Boating regulations. The state game wardens do visit us on a regular basis and they will fine you. Alpine Lake is a "Catch & Release" lake, that means you have to release anything you catch. Please contact Ernie at 570-629-6629 if you have any questions regarding the lake.

    Gordon Holz handles our lien process procedures within ALLOA. As President, Ernie Temple is the point man on any legal actions against Alpine Lake. Unfortunately, we find ourselves in the need of legal advice more and more as this community grows. Please be aware, the Board of Directors will take any and all legal measures to protect this community and its owners up to and including intitation of legal proceedings.

    Mrs. Ruth Trainor will handle elements concerning security, promotions and contracts. Remember, if there is a safety issue that needs immediate attention, call 911 first, then follow up with a call to Ruth at 610-260-1585 if you need Board assistance. The Board cannot act as a security protection for members, that is the job of the local police department. Call Ruth for reserving the pavilion. Any member in good standing may reserve the pavilion for private parties for $25, checks made out to ALLOA.
